<br />Memo - The BMRI File <br />Selection of Third Party Contractor & Lab <br />page 2 <br /> <br />I eliminated Shomaker, Inc. from consideration and invited the remaining two <br />sampling nominees to oral interviews. <br />Dr. Harry Posey of our DMG staff, Andre' J. Douchane of BMRI and I ~onducted <br />the approximately 1 and 1/2 hour interviews. Both of the nominees,' <br />RCG/Hagler, Bailly, Inc. and Waste, Water & Land, Inc., submitted written <br />proposals following their interviews. My final decision was based upon a <br />consideration of all written submittals, the oral interview, and diskussion <br />with Dr. Posey. <br />Selection of the Analytical Laboratory <br />The fee schedules of Analytical Technologies, Inc. and Core Laboratories, Inc. <br />are similar, so cost did not appear to be a discriminate factor. Bo h <br />laboratories are EPA certified, and have extensive analytical experience in <br />mining related situations. Each laboratory is capable of performing the <br />procedures specified within the TR-006 analytical protocols, however <br />Analytical Technologies has never performed weak acid dissociable (W,A.D.) <br />cyanide analyses. ATI's routine cyanide analytical services include "Free", <br />"Total" and "Cyanide Amenable to Chlorination". They do possess the equipment <br />necessary for W.A.D. cyanide analysis and are receptive to providing the <br />services. <br />At my request, Dr. Posey, an experienced geochemist, conducted in de th <br />telephone interviews with both laboratories. Harry has also been chiefly <br />responsible for the geochemical opinions rendered by DMG throughout the past <br />six months analysis of the BMRI violation abatement. It is Dr. Po seyi's <br />recommendation that the Division designate Core Laboratories, Inc. asi the <br />analytical laboratory to perform the analytical determinations for th~ "third <br />party monitoring" at BMRI's San Luis mine. Harry cites the start up ime <br />required for ATI to perfect W.A.D. techniques, the extensive experience of <br />Core Laboratories in W.A.D. analysis, and Core's demonstrated willing ess and <br />ability to perfect their techniques to achieve the required QA/QC per ormance <br />in analyzing BMRI samples, as justification for his recommendation. I concur <br />with Dr. Posey's recommendation and designate Core Laboratories as th$ <br />analytical laboratory for the third party monitoring sample analysis. <br />S2lectio~ of the "Third Party Sampler" <br />Ann S. Maest, PhD., participated in the interview and prepared the written <br />proposal for RCG/Hagler, Bailly, Inc. Dr. Maest is an experienced ge chemist, <br />with experience in environmental impact related geochemical project a pects. <br />Dr. Maest is also qualified and experienced in water quality, water r source <br />evaluation, and sedimentology. She has significant first hand experielnce in <br />water quality sampling and geochemical analytical procedures. Dr. Maelst <br />proposes to conduct the water quality sampling and report preparation <br />personally. Dr. Maest proposes to complete a pre-sampling examination of <br />
