Exhibit E- Reclamalian Plan <br />performed using equipment designed for rangeland plantings. Till or no till drills may be used for <br />this planting method. No till drills will be the preferred equipment for drill planting seed when <br />inter-seeding is performed to enhance or augment reclamation plantings with substandard rates of <br />seedling establishment in areas where this occurs. To the extent possible, drill seeding will be <br />performed along the contour to minimize potential soil erosion. <br />Irrigation <br />Irrigation will not be used to establish seed mixtures. The use of suitable soil materials for subsoil <br />and topsoil reconstruction and the preferential use of drought tolerant species adapted to the site <br />are expected to promote the germination and establishment of adequate vegetation covers on <br />lands disturbed by proposed mining operations. The potential costs and detrimental side effects of <br />irrigating sandy alluvial valleys outweigh the benefits. <br />Weed Management <br />Albert Frei & Sons, Inc. will develop and implement a weed inspection and integrated pest <br />management ("IPM") program to control noxious and targeted weeds identified by Adams <br />County Weed Control District. Annual weed inspections with an IPM program including the use <br />of mechanical and chemical weed control methods to effectively control weed populations within <br />the mine site. <br />Vegetation Monitoring <br />Monitoring the germination and growth of seed mixtures will be performed to ensure revegetation <br />success and to meet bond release requirements. Three types of monitoring will be used to track <br />vegetation development including: germination and establishment, interim monitoring and Seal <br />vegetation band release monitoring. It is anticipated that establishment of suitable vegetation <br />following mining will take about two to three years. <br />Final vegetation bond release monitoring will be conducted during the third or a subsequent <br />growing season. Qualitative observations of plant vigor, health, nutrition and community <br />development will be noted. Monitoring information will be used to request release of reclamation <br />liability and may be used to adjust ongoing reclamation practices and to assist in development of <br />site-specific post-mining land use levels and management policies. Final bond release monitoring <br />will include photographic documentation of vegetation conditions.
