Memo - The BM R: File
Selection of Third Party Contractor & Lab
page 2
Dr. harry Posey of our DhIG staff and Andre'
participated in the approximately 1 and 1!2
nominees, RCG/Hagler, Bailly, Inc. and Waste
written proposals following their intervie~.vs
upon a consideration of all written
and discussion with Dr. Posey.

J. Each laboratory is capable of performing the
procedures specified within the TR-006 analytical protocols, however
Analytical Technologies has never performed weak acid dissociable CW .4.D.)
cyanide analyses. ATI'S routine cyanide analytical services include "Free",
"Total" and "Cyanide Amenable to Chlorination". They do possess the equipment
necessary for W.A.D. cyanide analysis and are receptive to providing the
services.
At my request, Dr. Posey, an experienced geochemist, conducted in de th
telephone interviews 'with both laboratories. Harry has also been chiefly
responsible for the geochemical opinions rendered by DMG throughout he past
six months analysis of the 6MRI violation abatement. It i5 Dr. Pcse''s
recommendation that the Division designate Core Laboratories, Inc. a the
analytical laboratory to perform the analytical determinations for t e "third
party monitoring" at BMRI's San Luis mine. Harry cites the start up time
required for ATI to perfect W.A.D. techniques, the extensive e~oerie,ce of
Cora Laboratories in W.A.D. analysis, and Core's demonstrated willin Hess and
ability to perfect their techniques to achieve the required QA/QC pe.formance
in analyzing BMRI samples, as justification for his recommendation. I concur
with Dr. Posey's recommendation and designate Core Laboratories as the
analytical laboratory for the thiip party monitoring sample analysis.
Selection of the "Third Party Samele~"
Ann S. Maest, PhD., participated ~f 'he 1!115 "v `. 2'r~ 3nd prepdfe~ the '.arltten
proposal for RCG/Hag!er, Bailly, Inc. Dr. Maest is an e~perienc5d ge chemist,
with experience in environmental impact reiated gexhemical project aspects.
Dr. Maest is also qualified and excerienced in water quality, 'cater r source
evaluation, and sedimentology. She has signiricant first hand experi nce in
water quality sampling and geochemical anaiytical procedures. Dr. Ma st
proposes to conduct the water quality sampling and report preparation
personally. Dr. Maest proposes tc complete a pre->ampling evacuation of the
approved sampling and analytical protocols established for 6MRI throw h
TR-006. She proposes to complete the required sampling oversize, :am le
preparation and delivery to the laboratory, and to review the analytical
