D.4. Comment:

Please note that topsoil stockpiles and spoil dum_~s are
classified as major disturbance and should be treated ,~ccord-
ingly. It appears as though all disturbances within t:ais
permit can be considered major and moderate disturbance=_ at
this time.
Cotter Response
In the revised amendment application, Exhibit D, Size
of Working Area, the disturbance classification of the topsoil
stockpile and waste piles has been changed from moderate to
major.
D.S. Comment:
What is the map scale of exhibit D-4? This map does not
clearly portray what the current configuration of the two
waste dumps is, what portions of the east dumps are to be
removed for slope stability, the final configuration of both
dumps and the relationship of the waste dumps to Ralst~~n Creek.
Please provide a map or maps which clearly and accurat~:ly
portray the above items.
Cotter Response
The scale of both maps (D-4 and D-5) in Exhibit D is
1 inch = 200 ft. and has been placed on the maps which will
accompany the revised amendment application. The final con-
figuration of both dumps and the relationship of the waste
dumps to Ralston Creek are shown on the revised Exhibit F. It
should be noted that the gridded sections of the waste dumps
on Exhibit C and Plate 5 of Appendix E-3 portray the cur-
rent waste pile configurations.
-5-
