Access to the towers will be maintained by ramps, and the roadway along <br />the powerline and crossing the powerline will be maintained and replaced as part of mining and <br />reclamation operations. They will continue to be used by the mining personnel and the <br />landowner before, during, and after mining. <br />Mining will be conducted in a relatively continuous manner by the two entities, in some cases <br />leapfrogging each other and ensuring that all recoverable reserves of sand and gravel in the <br />permit area are mined. <br />' Mining consists of: <br />1. stripping (with loaders, dozers, and scrapers as appropriate) and conserving topsoil <br />(ranging from 3" to 12" and assumed to average 6"), moving this material either to berms/ <br />' stockpiles or directly to reclaim areas; <br />2, stripping overburden and moving this material either to stockpiles or directly to backfill <br />areas; <br />' 3. removing of the sand and gravel (with loaders and/or backhoes) and moving these materials <br />to stockpiles in the plant area; <br />4. crushing and/or screening of sand and gravel (no washing is planned), moving these to <br />stockpiles in the plant area prior to shipping from the site; and <br />5. use of excess fines (from screening) together with overburden for backfilling, either <br />immediately, or after stockpiling. <br />' Crushing and screening will be done with portable plants brought into the site as required. While <br />unlikely, if plants are not brought on site, processing will be done at an off-site location at a <br />plant site such as a ready-mix plant or other plant using the material. Production is not expected <br />' to exceed 500,000 tons per year and will generally be less than 300,000 tons per year <br />(combined for both MCHD and 4SA). <br />' At all times, a minimum of two separate work areas will be maintained, one for MCHD and one <br />for 4SA. These will each be approximately 10 acres in size and consist of a raw material <br />stockpile area, a plant area, product/reject stockpiles area, and necessary roads and <br />
