3.5.3 Topsoil Tailing Pond from Stockpiles and Borrow -DMG #09d,and 09e <br />EEE evaluated DMG Tasks 09d and 09e and determined that these two tasks <br />should be integrated and costs recalculated following development of a "soil <br />replacement plan" for the tailing impoundment. Following a field assessment in <br />late August 2002, EEE developed such a plan and recalculated an integrated cost <br />estimate for the FW based on field measurements of haul distances and soil <br />replacement "blocks". <br />DMG's FW estimates (for 1011 acres of tailing) for line items 09d and 09e-are <br />$1,703,197 and $1,343,054, respectively. The total of both lines is $3,046,251. By <br />integrating these two tasks and utilizing the EEE soil plan (also for 1011 acres of <br />tailing), the total is $2,194,726. This results in a total FW reduction for these two <br />tasks of $851,525. <br />The report by EEE including backup and supporting calculations and data is <br />located in Exhibit F. <br />3.6 Powerline Demolition -DMG #14a <br />Henderson contacted Xcel Energy regarding the issue of powerline demolition. <br />Rather than using a "linear foot" unit cost for removal of lines, Xcel uses a "cost per <br />pole" charge. Presently, the standard unit cost is $450 per pole. DMG Task 14a <br />should be changed to reflect the industry standard. The Henderson spreadsheet <br />for this task is found in Exhibit G. The Main Ute, West Fork, and East Fork <br />powerlines are left intact because Henderson requested in TR-12 that these pump <br />stations remain in place. <br />Based on the the industry pole charge for demolition and removal of the costs <br />associated with the pump stations, the total FW cost for pole demolition is reduced <br />from $67,877 to $21,627, a savings of $46,250. <br />3.7 Seepwater Canal and Pumphouse Area -DMG #20 (all) <br />Task 20 for Henderson Area 20 should be deleted entirely. TR-12 requested that <br />the Ute Park pump station remain intact for use in the mi-I water treatment facility <br />systems to be constructed. Section 9.11 (page 9-19) of the original Permit states <br />specifically that the seepwater canal will remain intact as part of the water <br />treatment system. In addition, as a sidebar, much of the seep water Cana! system <br />has reverted naturally to high quality wetlands and waterfowl habitat. <br />s <br />
