Mr. Stephen Self - 2 - July 24, 1989 <br />2.05.4(2)(b) Reclamation Cost Estimate <br />The Division has recalculated the reclamation costs and came up with an <br />estimate of $40,818.70 which was rounded down to $40,000.00. The Division <br />utilized several of the operators estimates for reclamation on projected <br />facilities and stockpiles. The Division also utilized tractor drawn <br />fertilizing and seeding methods to reduce the costs of reclamation. When the <br />actual loadout facilities and new mine site offices are built and a permanent <br />waste pile is built, the cost of reclamation will be recalculated to reflect <br />the as built facilities. A copy of the estimate is enclosed. <br />2.05.4(2)(d) Topsoil (Redistribution) <br />On pages 108 and 109, the operator discusses the salvage and redistribution of <br />topsoil and assumes there will be a 20~ swell factor from the topsoil salvaged <br />from the proposed office site, yet there is no swell factor for the topsoil to <br />be salvaged from the waste disposal area. The Division requests that <br />justification for the 20~ swell factor be given as well as a determination of <br />the swell factor for the waste disposal area. <br />2.05.6(6) Subsidence Survey, Monitoring, and Control Plan <br />The existing subsidence sections have been reviewed and deemed adequate and <br />complete. All monitoring has been accomplished, however, a letter dated <br />18 January 1989 informing the Division that Eastside had entered a temporary <br />cessation status neglected to include subsidence monitoring in the list of <br />"on-going activities".
