Conducting
studies on drinking water, surface and groundwater, and the marine environment, R /Hagler, Bailly
provides regulatory polity analysis, economic valuation, and risk assessment on ter quality and
water quantity issues, on the cost and public health benefits of regulation, on recrea ion and nonuse
values of water, and on the effectiveness of woservation measures. Examples inc de:
^ Bene[it-Cost Analysis of Federal Dtinking Water Standards
RCG/Hagler, Bailly has assessed the benefits (health risk reductions) and mpliance casts
associated with federal drinking water quality standards including those or lead, radon,
uranium, and other radionuclides, as well as disinfection by-products. These esearch studies
were conducted for the American Water Works Association and its resear h foundation.
^ Benefit-Cost Analyses of Reducing Nonpoint Sources of Water Pollutlon
This work, which has included quantifying recreation, aesthetic, httman h alth, and other
economic benefits, was conducted for the Tennessee Valley Authority, U.S. Department of
Agriculture Soil Conservation Service, EPA, and natural resource agencies or seven states.
^ Assessment of the Feasibilities and Costs of Alternative Sources of Safe D nking Water
RCG/Hagler, Bailly provided expert consultation and litigation support for California city
where the sole water supply is an aquifer with widespread contaminatio by agricultural
chemicals.
^ Analysis of Water Quality Impacts 4om Electric Power Generatlon
In studies conducted for Consolidated Edison and other participating New Y rk area utilities,
Bangor Hydro, and the U.S. Bureau of Reclamation, RCG/Hagler, Ba' y has analyzed
benefits and costs of options to mitigate electric power generation impacts o water resource
quality and fisheries on the Hudson, Penobscot[, and Colorado rivers. These fforts included
estimating recreation and nonuse value benefits, power replacement re ueements, and
related social costs.
^ Strategic Environmental Planning and Priority Setting
RCG/Hagler, Bailly has integrated economic and risk assessments with en ' Bering analyses
to develop a broad range of polity options for protecting and enhancing unicipal water
supplies, sewage and wastewater treatments, recreational water sources, and heries. These
studies have included the Republic of Korea's Environmental Master Plan Project for the
Han River Basin, and a joint effort by the U.S. Agency for International Deve opment (AID),
the EPA, and the Government of Hungary to address contamination proble s in surface and
subsurface waters.
