He received his Ph.D. <br />and M.S. degrees in natural resources from Cornell University and holds a B.A. in ecology from ' <br />Middlebury College. <br />^ Johu M. Callaway, Manager. Mr. Callawa}~s research focuses upon energy stud ' <br />environmental polity, natural resource development, and the management and valuation of m~n- <br />market goods and externalities. Mr. Callaway came to RCG/Hagler, Bailly, after twelve years at , <br />Battelle Pacific Northwest Laboratory. His recent work has been devoted to evaluating altemadve <br />policies to reduce greenhouse gas emissions for the Department of Energy and valuing changest in <br />acidic deposition for the National Acid Precipitation Assessment Program. He is also currently ' <br />managing a project for the EPA to estimate the benefits of Title IV of the 1990 Clean Air Act, stud <br />assisting in the developmeot of a model to incorporate environmental externalities into long-range <br />utility plans for the state of New York. Mr. Callaway received a M.S. in agricultural and resource ' <br />economics and a M.A. in history from the University of Minnesota. <br />^ Charles Zlmmermamt, Manager. Dr. Zimmermann has ten years of experience in economic ' <br />and financial analysis of natural resource issues, economic evaluation of polity alternatives and cost- <br />benefit analysis. As staff ewnomist at the U.S. Council on Environmental Quality, Dr. Zimmermann <br />worked on a variety of policy issues, including reviewing the status of regulatory reform bills and the ' <br />Water Resowces Council's regulations regarding cost-benefit analysis. He was also involved in <br />resolving apparent conflicts in estimates prepared by different agencies on the costs of compliance <br />with federal environmental regulations, particularly water quality and surface mining. Dr. ' <br />Zimmermann received his Ph.D. in resource economics tiom Cornell University and his bachelors <br />degree in architecture and city planning from Brown University. <br />1 <br />^ Leuratne G. Chesnut, Manager. Ms. Chestnut specializes in environmental and natural <br />resource economics, risk assessment and survey research focusing on the economic valuation of ' <br />human health, visibility and other welfare effects of environmental pollutants. She bas designed <br />contingent valuation surveys concerning visbility at national parks and environmental risks to human <br />health. She has reviewed the economics literature concerning the value of reducing risks to human ' <br />health, and has conducted an epidemiological study concerning the effects of ambient air quality on <br />respiratory health. She bas synthesized the epidemiological literature concerning the human health <br />effecu of air pollutants and applied this information in numerous risk assessments. Ms Chestnut ' <br />has published two books as well sts several articles in peer-reviewed journals, including Land <br />Economics, Journal of the Air Pollution ConCn1 Association, lorunal of Polity Analysir and <br />Management, ArChivrs of Environmental Health, and lousnal of Forensic Economics. Ms. Chestnut , <br />has an M.A. in economics from the University of Colorado and a B.A. in economics (Phi Beta <br />Kappa) from Earlham College. <br />^ Hector Galbraith, Senior Associate. Dr. Galbraith is an ecologist with expertise in terrestrial ' <br />ecosystems and ecological risk assessment. The results of Dr. Galbraith's research have been <br />published in numerous peer-reviewed journals, including thelournal of Applied Ecology, The Journal ' <br />of Zoology, Orris Scartdinavica, and Ibis. Prior to joining RCG/Hagler, Bailly Dr. Galbraith was <br />employed as senior ecologist in the Risk Assessment Division of ENSR Consulting and Engineering <br />where his responsibilities included organizing and managing ecological risk assessments oo a number ' <br />of Superfund sites throughout the United States.
