<br />^ Robert S. Reacher, Vice President. Dr. Raucher specializes in environmen I economics, risk
<br />management and policy analysis. He is a noted expert on groundwater contamin tion and drinking
<br />water quality issues, wastewater controls, and agricultural policies related to w ter quality. Dr.
<br />Raucher is experienced in noncompliance penalty assessment, natural resource amage valuation,
<br />benefit-cost analysis, recreational values, and risk assessment and he serves as I ad economist o0
<br />several CERCLA (Superfund) natural resource damage assessments. Dr. Rauche has international
<br />experience developing and evaluating comprehensive environmental managem nt plans and has
<br />worked in Korea, Hungary, Spain, and in the former Soviet Union. His publ' ed articles have
<br />appeared in Water Resources Research, the American loumal of Agricultural Eco omits, and Land
<br />Economics, and he has co-authored a book on groundwater risk management. Prior to joining
<br />RCG/Hagler, Bailly, Dr. Raucher served as chief of the Water Economics Bra ch, at the EPA's
<br />Office of Policy, Planning and Evaluation, where he authored the first EPA gulatory impact
<br />analysis. He earned his Ph.D. and M.S. in economics from the University of Wilco in-Madison and
<br />holds a B.A. in economics and anthropology from State University of New York ( NY) at Albany.
<br />^ Mary C. Hams, Vice President. Ms. Harris directs RCG/Hagler, Bailly's w ste management,
<br />economics, and policy studies. She has twenty years of experience in regulato affairs and has
<br />conducted numerous organization reviews of private and public entities. She cu ently serves as a
<br />director or advisor to several large public service companies and, in 1991, sewed staff director for
<br />U.S. Senator Harris Wofford. Ms. Hams joined RCG/Hagler, Bailly in 1989 when he firm acquired
<br />Public Management Consultants, the company she co-founded in 1979. For seven years, Ms. Harris
<br />worked for the Commonwealth of Pennsylvania as director of the state's Envir nmental Quahty
<br />Board and later as an advisor to the governor on environmental, energy, and tra portation policy.
<br />She received her M.B.A. in finance from the Wharton School and holds a B.S. i chemistry from
<br />Saint Joseph's University.
<br />^ Jcel P. Epstein, Vice President. Mr. Epstein is currently directing RC /Iiagler, Bailly's
<br />multi-year statewide waste siting study in Pennsylvania. He has more than se enteen years of
<br />experience working with national, state and local government agencies and priv to companies in
<br />managing public concerns about environmental impacts. He specializes in the socio nomic effects
<br />of major industrial and community infrastructure projects, particularly t ose considered
<br />environmentally sensitive. Mr. Epstein formerly served as vice president of Pu lit Management
<br />Consultants, special assistant to the governor of Pennsylvania, and as an environme tal specialist with
<br />the EPA He holds an M.A. in city planning from Pratt Institute and a B.S. from T mple University.
<br />^ Joshua Lipton, Manager. Dr. lipton manages the RCG/Hagler, Baillyenvi nmental science
<br />practice and specializes in ecological and health risk assessment, aquatic toxicolo ,science policy
<br />and uncertainty analysis. Dr. lipton is one of the leaders in the developmen of methods far
<br />assessing injury to natural resources, ecological risk assessment, and foodch in modeling of
<br />contaminant exposures, and quantitative techniques to incorporate uncertainty int risk assessments
<br />and decision models. He has performed risk assessments of ocean disposal of unicipal sewage
<br />sludges, offshore oil and gas effluents, and environmental lead. Dr. Lipton carte tly is the project
<br />manager of the S3 million Montana Clark Fork NRDA and manages RCG/Hagl r, Bailly's injury
<br />assessments for other NRDAs. He has published papers on uncertainty in risk meat, marine
<br />toxicology, and fisheries policy in peer-reviewed journals, including Transactions of the American
<br />Fisheries Society, Environmental Toxicology and Chemisdy, Regulatory Touxcology a Pharmacology,
<br />and Journal of Environmental Management. Dr. Lipton has held positions with t Alaska State
