1 <br />Health Effects Measurement and Valuation , <br />Quantifying health effects of pollutants is a vital azpect of pollution control and is currently required ' <br />by federal regulatory agencies. At the forefront of meazuring health impacts and their social and , <br />economic significance, RCG/Hagler, Bailly has extended economic valuation of health changes <br />beyond outof-pocket medical expenditures and income loss to include the more intangible effects <br />on well-being, such az pain, discomfort, and restriction in leisure-time activities. RCG/Hagler, Bailly ' <br />has designed innovative contingent valuation surveys to estimate these social and economic cats, <br />resulting in a comprehensive value of health impacts. Further, RCG/Hagler, Bailly has extensive <br />experience reviewing and synthesizirtg health and economic valuation literature to quantify the <br />benefits of pollution controls, information that is essential for pollution control decision making. ' <br />RCG/Hagler, Bailly staff members Gave also conducted original epidemiological studies. Examples <br />include: <br />^ Mortality and Morbidity Valuation Reviews <br />This work, prepared for the EPA, summarized and assessed available willingness to pay ' <br />estimates for preventing or reducing mortality and morbidity risks. These reviews are used <br />widely within the EPA and have been published in the lorunal of Policy Analysis and <br />Management. ' <br />^ New Health Valuatlon Estimates ' <br />These estimates were based on surveys designed to obtain willingness-to-pay and cost-of- <br />illness estimates for changes in risks of azthma attacks, angina symptoms, and cataracts. ' <br />These estimates have been used in federal analyses related to control of ambient and <br />stratospheric ozone. <br />1 <br />^ Quantiticatlon and Vslaatlon o[ Health Rlslts Due to Air Pollutlon <br />Using available health and economic literature to assess impacts at the local and regional ' <br />levels, the effects of actual or potential changes in air pollution controls associated with <br />national and state regulations were examined. Assessments were also conducted for case <br />studies in Califotvia's South Coast Air Quality Management District, the State of California, ' <br />the City of Denier, and more than a dozen other locations. <br /> 1 <br />^ Epidemiological Study of Air Pollutlon and Respiratory Health <br />The study waz based on data from the First National Health and Nutrition Examination <br /> <br />Survey. The results, which were published in the Archives of Environmental Health, revealed ' <br />a significant relationship between lung function levels and ambient particulate matter in cities <br />across the United States.
