MANAGEMENT <br />The DMG's letter dated July 28, 2000 transmitted its comments and concerns regarding <br />the referenced technical revision. Following are BRL's responses to the DMG's <br />comments and concerns: <br />Rule 4.03.1(3)(3)(vii) requires the embankment of a haul road to be completed, <br />leveled and compacted before the succeeding layer is placed. Compaction <br />should be adequate to ensure the embankment can support the anticipated <br />volume of traffic and weight and speed of vehicles to be used for the duration of <br />the road. <br />Fill material will be from approved borrow pits. In the placement of embankment, <br />materials will be spread in layers approximately 12 inches deep, and such lifts <br />made uniformly over long stretches and for the full width of embankments. Each <br />lift will be moistened or dried to a uniform moisture content suitable for maximum <br />compaction. Hauling equipment will be routed over the fill and routing varied <br />sufficiently to achieve uniform compaction. Compaction will be carried to the <br />edge of the fills so that the final slopes are firm. A sheepsfoot roller or other <br />suitable equipment may be used in lieu of equipment routing to achieve <br />compaction. Compaction of each lift shall continue until the unit dry weight of the <br />lift reaches a value not less than 90% of maximum unit dry weight attained in a <br />laboratory compaction test in accordance with the specifications of ASTM D 698, <br />Method D. <br />Where the embankment is placed against the existing haul road slopes, the <br />slopes will be benched and scarified down to a firm dense base as the new fill is <br />being placed. Material so loosened will be mixed with the new fill and the <br />resultant mix blended firmly into the slope. <br />
