No specific mechanisms are discussed in the application to avoid runoff contamination <br />of the Nelson Ditch; <br />14. Potential impacts to groundwater; <br />15. The application does not propose any specific mitigation of dust; <br />16. An additional 1 acre has been disturbed and is not under any permit; <br />17. All of the topsoil and overburden from the existing operation is non-existing, which is <br />a violation; <br />18. Reclamation should be required at the end of each Phase, before another Phase is <br />begun; <br />19. The Sunset Ridge -andowners are not shown on the application maps, and they have not <br />been notified; <br />20. There is no concrete information for reclamation of the already mined portion or when <br />any of [he Phases will be reclaimed; <br />21. There is no reclamation to be considered with this project; <br />22. The 3.84 acres being mined in San Miguel County are not covered by a Mining <br />Reclamation Permit; <br />23. A portion of the public notice at the entrance has been cut off; <br />24. San Miguel County leases 4 acres to Skelton, Inc., for gravel stockpiling. This was not <br />disclosed in United's Permit No. M-88-037 and was not included within the application; <br />25. The application should not have been deemed complete, since the Town of Norwood <br />and several residents on the west side of County Road 44Z were not properly noticed. <br />No decision date should have been set until proof of all notices had been filed with the <br />Division; <br />26. United Companies' proposed alternative water supply should be evaluated; <br />27. No diversion and/or water storage impoundment permits from the State of Colorado <br />have been identified [o retain all precipitation onto the affected land. <br />
