The application should not have been deemed complete, since the Town of Norwood <br />and several residents on the west side of County Road 44Z were not properly noticed. <br />No decision date should have been set until proof of all notices had been filed with the <br />Division; <br />26. United Companies' proposed alternative water supply should be evaluated; <br />27. No diversion and/or water storage impoundment permits from the State of Colorado <br />have been identified [o retain all precipitation onto the affected land. <br />
