LOng <br />D rvision Director <br />RE: TR-21, Refuse Disposal Pile, Adequacy Review #1, Foidel Creek <br />Mine, C-82-056 <br />Dear Mr. Koehler: <br />As per your request, the Division has expedited review of TR-21 <br />which proposes construction of a 3 million yard waste pile at the <br />Foidel Creek mine. Our questions or comments are as follows: <br />1. From review of the drainage control modelling results, it <br />appears that a small ephemeral drainage entering the middle <br />section of RDA-lc from the east may need some sort of channel <br />liner or protection due to high water velocities. What type <br />of protection is contemplated for this area? <br />2. How are vehicles crossing the 100 year diversion to access the <br />pile on the upper reaches of the access road? No culverts are <br />shown on Map 24, nor are calculations included. <br />3. Please submit information for the access road as required by <br />Rule 2.05.3(3)(c). <br />4. Bonding calculations do not include application of spoil <br />cover, compaction, or pushing of material and the associated <br />equipment. Based on the reclamation sequence as detailed in <br />response to question 6, please re-submit the appropriate <br />bonding calculations. <br />5. Rule 4.09.2(2)(a) requires that a demonstration be presented <br />that the drain rock will not slake in water or degrade to <br />soil. Please provide this information or commit to using rock <br />types specified by this Rule. <br />6. Include on page 2.05-54(g)(1) discussion of the sequence of <br />reclamation of the waste pile. Include in this discussion <br />operational steps as well as stripping and or stockpiling of <br />
