installed below the proposed new stockpile location to ensure slope stability [Rule 3.1.9 <br />(5)l <br />Please note that the previously approved north Area 21 for topsoil storage is a suitable <br />location that complies with the requirements of Rule 3.1.9. No changes are requested for <br />this Area 21 and Henderson plans to utilize this location in 2003 per the attached drawings. <br />For your information, I have enclosed design details for the topsoil relocation project we <br />intend to initiate this year. The project is laid out in four (4) distinct locations -Area A, B, <br />C, and D. Area A involves the construction of the north haul road, the north ramp, and <br />development of the north stockpile area. The north stockpile area, Area 21 per the <br />approved reclamation plan, will have a road constructed through it and have small trees <br />grubbed out to facilitate the long-term storage of topsoil. Area B work, for this project, <br />simply involves improving the existing lower interceptor canal road to facilitate hauling <br />aggregate to the southwest side of the pond (Area C). Area B, Phase II, involves the <br />construction of an engineered haul road in this area. Area C work involves the <br />construction of a short haul road to the proposed, new southern location for the long-term <br />storage of topsoil and topsoil salvage. Lastly, Area D work involves mining and crushing <br />15,000 CY of Class 5 aggregate from the Henderson Mill gravel pit to be used in the <br />construction of haul roads. The scope of work also includes the improvement of some <br />existing roads to facilitate aggregate hauling as well as establishing MSHA mandated haul <br />road berms. <br />This project will also involve the insta]lation of two temporary crossings over the <br />interceptor canal. This detail, contemplated early on in the design of this project, was <br />submitted to the Division in a package dated September 24, 2002. Henderson subsequently <br />received approval from the Division for this request on October 2, 2002 and will comply <br />with the one condition put forth in that approval letter. <br />Henderson is planning on completing this project as presented in the enclosed drawings <br />and specifications. Work is scheduled to begin this year, as soon as field conditions allow. <br />The project is expected to take two field seasons to complete with work in Areas A and D <br />scheduled for 2003. Work in Areas B and C are expected to occur in 2004, but may begin <br />earlier. The project is phased to assure that no currently stockpiled topsoil will be <br />inundated. <br />Enclosed is one copy of the project design drawings, the scope of work, specifications A <br />and F covering earthwork and stormwater, a map of the proposed south stockpile location, <br />a notice regarding a recent revision to the haul road design, and a check covering the <br />required technical revision fee. <br />
