Approval <br />of this change will allow Henderson to move forward with our haul road construction and <br />topsoil salvage project this summer. Engineering for the new hau] roads and aggregate <br />mining has been completed and we hope to bid the project on May 28, 2003. This project <br />will provide infrastructure (haul roads) to facilitate Henderson's topsoil salvage efforts in <br />the future as well as to begin moving topsoil resources to their ultimate storage locations. <br />Henderson is requesting approval to relocate Henderson's south topsoil stockpile location <br />(Area 21 per the approved reclamation plan). This original location, on the north hillside <br />of Fridge Ridge or the south end of No. 2 Dam, is not suitable for long-term topsoil storage <br />due to its topography and the large drainage that is present to the west. The proposed new <br />location for long-term storage of topsoil meets the conditions set forth in the Division's <br />Minerals Program Rules and Regulations, Rule 3.1.9, Topsoiling. Please see the attached <br />map (Topsoil Stockpile Plan -South Stockpiles) providing the exact location(s) of the <br />proposed area(s) and their acreage and soil storage capacities. The larger area is the <br />location we plan to utilize in 2003. The second, smaller location was identified as another <br />good location for soil storage. Henderson does not anticipate using the smaller location, <br />however, because the proposed new location is substantially smaller than the <br />previously approved area, Henderson would like to maintain the flexibility to utilize this <br />location if necessary in the future. Both locations are free from any contamination or acid- <br />forming material and protected from wind and water erosion [Rule 3.1.9 (1)]. Both <br />locations have recently been logged and all woody vegetation present has either been <br />removed (saleable lumber & firewood), will be burned, or will be appropriately <br />incorporated into the relocated soil [Rule 3.1.9 (2)]. Both areas are located above the <br />ultimate tailing deposition elevation and will not interfere with future projects such as <br />decant line extensions and/or a barge pump-back system. Stockpiles will be revegetated <br />each fall after a soil salvage project has occurred and will be not disturbed until final <br />reclamation [Rule 3.1.9 (3-4)].
