C-83-0581 Division Dueaor <br />• Introduction <br />This is a formal public hearing in which the Board will be asked to consider <br />three things with regard to the Twin Pines No. 2 Mine. The first is whether <br />the mine permit for the Twin Pines No. 2 Mine should be revoked as a result <br />of the operator not being able to comply with the terms of a cessation order <br />or to abate the violations which led to the cessation order being issued. The <br />second is whether the bond for the mine should be forfeited, and the third is <br />whether civil penalties should be levied against the operator for failure to <br />abate two enforcement actions issued. <br />This presentation will begin with a brief description of the Twin Pines No. 2 <br />Mine and the history leading to this hearing. It will conclude with a summary <br />of the DMG's findings and recommendations. After the DMG has presented <br />this information, Mr. Chris Reed of Twin Pines Investment, L.P. may wish to <br />address the Board. <br />• Background <br />• Small, underground mine in Fremont County, operated by Twin <br />Pines Investment, L.P. <br />• The entire mine site had been disturbed prior to the enactment <br />of SMCRA and prior to Twin Pines' activity on the site. <br />(photo) <br />• Ceased operations 1993 -lost contract <br />• Reclaimed - 1995 <br />- sealed portals <br />- removed facilities <br />- backfilled & graded disturbed areas <br />- redistributed topsoil <br />- revegetated disturbed areas <br />
