current 110 permit area? This would allow the placer and the reclaimed 110 to <br />seamlessly meld together once reclamation is completed. <br />-There is also a question about how large the maximum disturbed azea associated with the <br />gold placer actually is. This question is covered in more detail under Exhibit L. <br />-Another question concerning the placer is how the final grade will be detemilned. It <br />would seem, depending on the gold yield, that the amount of material removed and <br />processed from any single placer panel could vary greatly. If the gold yield is high and <br />the gravel operation is consuming the washed gravels in their operation, this could result <br />in a material deficit to achieve desired backfilled grades. On the other hand, if the yield is <br />low and excess overburden is generated, this could result in a surplus of material <br />resulting in higher grades than desired. Please describe how the initial elevation grade <br />will be established and how material will be managed to continue to achieve that grade as <br />the placer operation progresses. <br />-As you know, DMG received an objection letter to this amendment application. At the <br />pre-hearing conference to discuss the issues included in the objection, it was determined <br />that there was one issue that would be included in the pre-hearing order and therefore, <br />was considered a jurisdictional issue. That issue involves a right of access to the Gumaer <br />Placer located just above the Alma Placer. Currently, the owners of the Gumaer Placer <br />access their property from an azea along the southwest side of the Alma Placer and just <br />off of Highway 9, appazently using access point # 4. When mining commences in this <br />area, the access roads will be mined through, however, during reclamation the roads will <br />be re-established and in some cases combined. This will eliminate some of the access <br />roads that existed prior to mining and reclamation being completed. The objector was <br />concerned that the access he is currently using will be one of those being eliminated and <br />re-combined into another location. At the pre-hearing conference it was determined that <br />the operator and the objector would work together to ensure access acceptable to both <br />parties the objection would be withdrawn. Please update our office on any progress made <br />concerning this issue. <br />6.4.5 EXHIBIT E -Reclamation Plan <br />The reclamation plan is greatly improved over previously approved plans and ties the <br />property together in a cohesive post-mining plan. One azea that is still uncleaz is the <br />highwall that exists along the northeast site of the permit azea. In order for the site to <br />smoothly transition into the adjacent azea above this property, this wall needs to be <br />backfilled or cut down from above. If this wall issue is not addressed, it will continue to <br />unravel after the rest of the site is fully reclaimed. The commitment to reclaiming this <br />area is pretty fuzzy with respect to exactly what will be done. Please clarify exactly what <br />reclamation will be performed along this highwall. <br />A second concern ties back into the placer mining plan question of how the material will <br />be managed to achieve the desired final grades. This question can be answered in <br />combination with the mine plan question concerning material handling and fmal grades. <br />
