Though stoc4:piling was riot in progress <br />during the- inspe~=ti..n, it was ~%wic%us that the ditch was there 6u1; <br />had been covered rep=ently. A new ditch surveyed tc. grade was <br />installed before the inspe~=tine was completed. <br />I presented my identificati:~n credentials during the inspection. <br />GENERAL COMMEPJTS <br />This was a complete oversight inspection. The schedule fc~r the <br />inspection was c_~c~rdinated tFlYriLrgFl the CLMF..D, they were able t.. send <br />Mr. Stevens with us tc. conduct it jointly. <br />Another- purpose f~~r tFie inspecti~~n wa=_ to review the operatarrs <br />propc.sal for the company's nomination for excellence in Surfa..e Coal <br />~9:ning and Reciarnatic~n for 1950 to the Office of Surface Mining. Mr. <br />Smith was seat from the AFO tc~ compare ors thegrour~d implementation <br />and results with the prup~~sal. Comments regarding that finding will <br />be presented in anotF-~er report. <br />This is a mine mouth to power plant surface rni niny operation. COai <br />is removed from a series of three to four pits depending on <br />availability and quality c.f the c~~al fr~~m two recoverable seams. <br />rower plant ash is deposited ire tF-~e• "Ash" pit, i5 fr=et above water in <br />tFie pit and l~rir feet away from tFre proposed reclaim drainage. It is <br />brought in by dump trucF:: and dropped in leads an the bottom of the <br />pit or end dumped ~~ff c.f spoil that 'ryas been graded down for entry. <br />Solid waste is al s_. deposited in tfre same pit, Tires acct; b_.xes were <br />noted on the face of the end dumped ash. <br />Bax cuts are made in the pits by three 3~ yard draglines at right <br />angles tc. th_ nortFi facing slopes d~%wn to a 130 fa!%t rec~~very level <br />inc~rder to ur-~cover the two seams. Dozers and pans were leveling <br />benches fr,r the draglines, ,_oal was uncovered in several of the pits <br />and tieing hauled to the power plant. <br />
