Henderson 2000—PC3 Over9d Surface Conveyor • <br /> Technical Revision #7 to Permit M-77-342 Page 6 <br /> • 3.2 Topsoil Stockpile Locations <br /> In May 1998, Henderson notified the DMG that the original locations of topsoil stockpiles as <br /> approved in the amendment would be changed because constraints in construction <br /> implementation would require rehandling of these stocks in the future. The new locations were <br /> selected at sites that would minimize the possibility of such rehandling per Rule 3.1.9(4). <br /> Incorporation of the new locations into the permit is required this same rule. <br /> Four (4) topsoil stockpiles were constructed at the new locations noted on Figure 1. These four <br /> stockpiles, including the REC-6 stockpile, have been stabilized, signed and seeded in accordance <br /> with Section 3.0 of the approved amendment as modified by requirements of the U.S. Forest <br /> Service in the aforementioned letter of April 6, 1998. <br /> During the inspection by DMG on August 6, 1998, concern was expressed as to the ability to <br /> effectively stabilize the REC-6 stockpile to the required 3:1 slope as approved in the amendment. <br /> However, since that inspection, this stockpile has been pulled slightly to the east with an <br /> • excavator, graded to the required 3:1 slopes and stabilized in the same manner as the other <br /> stockpiles. <br /> 3.3 Incorporation of Rock Covers <br /> As noted in the DMG inspection report of August 13, 1998, the U.S. Forest Service, at that time, <br /> required that erosion resistant 4 inch durable rock be used as a cover on the slope between <br /> Stations 80 and 85. This technique was not included in the amendment as approved. <br /> Subsequent to the DMG inspection in August, Henderson utilized techniques included in the <br /> Amendment to stabilize and control erosion at Station 80-85, thus making the need for inclusion <br /> of the 4 inch durable rock by this TR moot. The U.S. Forest Service inspected the site on <br /> December 4, 1998 and concluded that, except for the need to compact the downslope side of the <br /> water bars at Station 80-85, all areas were in compliance for winterization. The compaction <br /> work was complete by December 11, 1998. A letter to Henderson from the U.S. Forest Service, <br /> • dated December 11, 1998, describes these actions and drops the previous requirement for the use <br /> N:/255/TR07/TR7.doc <br />
