Culvert HR-6 cannot be installed until the engi~ieer <br />from the Cedar Heights lenders has reviewed the proposed <br />options. As of the date of this letter we have not received <br />any comments from that party. We have inquired as to hoar <br />much longer it will take, but have not received an answer to <br />our inquiry. In the meantime, Castle will try to keep any <br />problems that occur as a result of that culvert not being; <br />installed under control, such as removing any sediment <br />deposited on the Cedar Heights road as a direct result o]' <br />this culvert not being installed. We would like to point; <br />out that the existing condition has been the case for many <br />years and that problems resulting from not having a culvert <br />installed at this location have been minimal. Nobody but; <br />Mr. Nagel has complained about sediment on the road. <br />Hopefully, the Cedar Heights engineer will submit their <br />review soon so this matter can finally be brought to a <br />satisfactory solution. <br />/.. Tree planting had to be canceled for this spring, <br />although we obtained the trees from the State Forest <br />Service. Currently, the trees are in storage and being <br />maintained in accordance with instructions provided by tk.e <br />State Forest Service nursery in Ft. Collins. We intend to <br />plant all of the trees this September. Although we have <br />been told fall planting may result in a slightly higher <br />mortality, the fact that most of the trees will be planted <br />on a north facing slope will help reduce winter kill. <br />The reason the trees were not planted this spring <br />are several. <br />1. The grading work on area #1 and #4 took longer <br />than expected and was more difficult (especially on #4) than <br />expected. <br />2. Installation of culverts, an action necessary <br />to protect the regraded slopes from excessive erosion, tcok <br />longer than expected and required some redesign of the <br />concrete work at the entrances and exits to the culverts. <br />3. Our original construction plan was based, as <br />you recall, on a November 1, 1989 start date. Because of e <br />delay in receiving final approval from the Board until mid- <br />December we started the work 6 weeks behind schedule and at <br />the start of the winter season which greatly limited the <br />amount of work that could be done that could have been done <br />if we could have begun in November. <br />
