The State RA was notified <br />regarding my schedule and were able to send someone with me to <br />conduct a joint inspection. <br />Mr. Curby was not at the mine initially but joined us later as we <br />inspected the Rex Carbon Portal area. <br />This small underground mine was worked for years on the lower bench <br />(Shamrock) and later developed and eventually ended up on the upper <br />bench (Rex Carbon). Most of the mine area was regraded and reclaimed <br />prior to April of 1990. The haul road connecting the two benches has <br />been left per mine plan approval. In addition, there are three <br />temporary sediment ponds, two for the Lower reclaim and one on the <br />upper area. <br />Temporary diversions for undisturbed area, water above the reclamation <br />on the Rex Carbon pad are also still in place. The diversion was <br />checked for stability, no problems were noted but the State inspector <br />suggested that the outfall be brushed to reduce flows in order to <br />reduce the chance of erosion and eliminate future maintenance. The <br />sediment pond on the lower end of the area had a small amount of <br />standing water but there was no evidence of a recent discharge. The <br />comment was made by Mss Begej that the inflows for the pond needed to <br />be reshaped and strengthened to prevent erosion. She .d id not <br />specifically indicate as to how that was to be done but left it up to <br />the operator. There are sheet flows from the reclaimed area above <br />the inlet that will have to be directed into the system. In <br />
