Somerset Mine - 5 - April 24, 1987 <br />Reports required for permitting compliance are quarterly pond inspection and <br />water sampling reports and an annual summary and interpretation of hydrologic <br />data collected during the year. <br />Water Management Plan <br />A water management program was required and initiated in June of 1986. This <br />plan was used to replace the annual mine inflow study and monitoring of <br />underground inflows. Wells B-6 and H-10 have been selected to monitor the <br />flooding of all mined out areas. Both wells will be monitored four times a <br />year (April, June, August and October) for water level reading and quality. <br />After monitoring is completed, and explanation of results are required to be <br />submitted along with cross sections and a plan map to update the rate at which <br />folding takes place. A set of cross sections running north-south and east-west <br />is to be included with the plan map to show extent of flooding. These cross <br />sections will compare the surface topography and coal seam with the water <br />elevation measured at that point in time. A water quality analysis and report <br />is also to be submitted. <br />Reclamation Schedule for Bear Creek and Hubbard Creek <br />The Somerset Mine went into temporary cessation in february, 1986. Kaiser <br />Coal Corporation made a commitment, as part of a minor revision to the permit, <br />to conduct permanent reclamation activities at the Bear Creek and Hubbard <br />creek facilities during the 1987 reclamation field season (May 1 - October <br />1). There is no urgency from a technical environmental perspective to reclaim <br />the Bear Creek and Hubbard Creek facilities during the summer of 1987 as long <br />as the permittee ensures that the drainage controls and sedimentation ponds <br />are being maintained. However, a minor revision needs to be submitted if the <br />schedule has changed once again. <br />Summary <br />The preceding discussions identify specific on-going permit maintenance and <br />on-the-ground maintenance which is required at the Somerset Mine to comply <br />with the Act and the regulations. In addition, it is expected that the <br />permittee and operator will continue to comply with all other requirements of <br />the law, including posting of adequate bond.
