<br />Somerset Mine <br />-4- <br />April 24, 1987 <br />Water Pipeline. The 200,000 gallon water tank in the Elk Creek Yard <br />area will remain following permanent reclamation. However, the 6 inch <br />pipeline connecting the water tank with the pump house near the north <br />fork of the Gunnison River will have to be replaced. <br />Installation of the new pipeline will cost approximately 525,000.00. <br />This cost needs to be included in the reclamation plan. The Division <br />also needs a design for installation and a map showing the location of <br />the new pipeline. <br />Hubbard Creek Alignment. The artificial alignment of Hubbard Creek <br />created during construction of the lower Hubbard Creek vent fan <br />facilities may change following reclamation and revert back to more <br />natural conditions. Assuming this will happen, regrading of the bench <br />area will involve moving an extra 30,04)- 50,000 yds of material. The <br />Division has not yet evaluated this potential problem and has not yet <br />included the extra earthmoving cost in the reclamation cost <br />calculation. This problem needs to be addressed. <br />Elk Creek Yard area soil placement and revegetation plan. Because of <br />the soil characteristics of the mine bench (gob) material in the Elk <br />creek Yard Area, a six inch cover of adequate soil and an amended plant <br />species list is needed for revegetation. These items will need to be <br />included in the reclamation plan and their costs included in the <br />reclamation cost calculations. <br />K. Demolition costs as presented by Kaiser coal Corporation do not include <br />all structure present at the Elk Creek and Bear Creek facilities. <br />Structural dimensions and removal costs are needed for the following: <br />Elk Creek Facilities Bear Creek Facilities <br />Substation Substation <br />Substation Fence Substation Fence <br />Rock Dust Bins Ventilation Fan <br />Dump Station Power Drill Hole <br />Tipple <br />B-Seam Ventilation Fan <br />Site Maintenance and Hydrologic Monitoring <br />Ongoing site maintenance and required <br />submittal is required. The permittee <br />site maintenance and hydrologic monit <br />party (Kaiser or U. S. Steel) needs to <br />commitments agreed to in the approved <br />Technical Revision No. 1 processed by <br />August 6, 1986. <br />hydrologic monitoring and report <br />or operator has a responsibility for <br />gyring.
