There are several areas where drainage patterns have been interrupted or <br />discontinued due to construction of roads by the new landowner, Mr. Baldwin, <br />or reshaping of roads and ditches by Mr. Wiggins. Also, several ditches have <br />become seriously eroded or filled in and culverts have become plugged, crushed <br />or removed. The most serious area where this has occurred is south of Delagua <br />Creek where drainage is supposed to be conveyed across the creek and into Pond <br />15-P2. The surface drainage is currently directed into the creek. The ditch <br />should be reestablished across the bridge (or beside it) to convey the <br />drainage back across the creek and into Pond 15-P2, in accordance with the <br />plan in the permit. All ditches should be cleaned out or filled in as <br />appropriate to restore design standards and all culverts should also be <br />cleaned and repaired. <br />4. All of the sediment ponds will require same maintenance to restore them to <br />design standard. This may involve removal of sediment and cleaning of <br />discharge structures. In addition all areas of down cutting on inslopes or <br />drainage inlets should be repaired. The final concern involves replacing <br />topsoil and re-seeding areas that have not been adequately reclaimed. The <br />main area is in the western part of the mine both north and south of the <br />county road near ponds 22-P 17 and 15-P20. <br />The Division would suggest that a meeting be arranged at the site in order to <br />more accurately pinpoint the problem areas and the required maintenance. <br />Hopefully this has provided enough detail for you to begin work on the site. <br />If you have any questions or require additional information, please call me. <br />Sincerely, <br />Anthony J.
