w Ms. Kathy Welt
July 19, 1995
/~ a Page 2
•
tfie load (coal or coal refuse) rather than the weight or frequency of the vehicle. The access
road design was evaluated based on the assumption that the heaviest vehicle would not exceed
a standard H-20 (20 ton truck) vehicle per current State Highway Specifications. Specific
vehicle design criteria is listed in the 1983 Operations and Maintenance Manual which Merrick
& Company prepared for ARCO Coal Company.
Merrick & Company's evaluation is based upon a review of the original design as well as the
project record documentation provided by ARCO Coal Company personnel and shown on the
1983 Project Record Documents.
Observations noted included that the road was constructed per the original approved plans and
spec~eation with slight modifications. These included some grade modifications from Section
8+00 to 20+00 in order to account for so7 cuts rether than rock cuts. In addition, over most
of the road the base course thickness was upgraded to 12' thickness on a Mirafi 600X
stabilization fabric. This was done to account for lower CBR subgrade strengths found in the
field. A 2' overlay was originally specified at the end of the five (5) years of use. It is our
understanding that this was installed soon after the opening of the mine (around 1983).
The constructed access road design meets the requirements of CDMG Section 4.03.1(3),
involving maximum grades, drainage and traffic requirements.
The road complied with prudent state-af-the-art requirements for road design in semi-
mountainous conditions. Per the Project Record Documents, the road complied with approved
Permit No. C-80-007 as originally approved July, 1981.
M you have further questions, please contact me.
Sincerely,
MERRIC & COMP
Dav .Frazier, .E.
Project Manager
DAF/kvj
cc: Kent Brogger

I,yI1MAVMLFJI\W0IID\WLLT.7f •
