This access road is currently divided into three
reaches. These are titled the Stack Tubes Access Road, the Middle Mine Access Road, and the
Upper Mine Access Road. The purpose of our review is to determine whether these access
roads would comply with the Colorado Division of Minerals and Geology (CDMG) Haul Road
Specification Section 4.03.1(3).
The site was formerly known as the ARCO Mount Gunnison No. 1 Mine. In 1981, Mertick &
Company provided the design of much of the original surface improvements including the main
access road. The road was constructed in 1982. ARCO Coal Company provided day to day
on-site construction observation.. Upon request by ARCO Coat Company, Merrick & Company
visited the site on two or three occasions during construction of the road system to provide
engineering consultation. Project Record Information was recorded by tha contractor and t; e
ARCO Coal Company personnel. This information is shown on the Project Record Drawings,
dated March 3, 1983.
The access roads are being certified as haul roads (even though they are within the original and
current disturbed mine site and not outside this area as specified in Rule 4.03.1(1)(d)) as coal
or coal refuse may occasionally be hauled on them. These roads now primarily serve as access
roads throughout the mine site. The closure of the original access roads (now the stack tubes
and middle mine access roads) was caused by the construction of the stack tubes and crusher
building.
h is our understanding that The Mountain Coal Company will be using H-20 type trucks or less
heavier vehicles to cant' the coal or coal refuse on this road. The number of trips would be less
than 20 per day. In this case, the 'haul' road term applies primarily because of the nature of
iyMnuwuau~wowa~wnr.n •
M EmNVreeLiret gray
