BMG's preliminary suspicions of altered met ilic ore
content, and the coincidental failure of the designed processi g cyanide
recovery circuit, are additional indications of a modification in the
tailings chemical constituency. If the chemical constituency f the
tailings is different than the original projections, the proje ted
characterization of the tailings as non-toxic and chemically i~ert is
suspect. Change in the tailings constituency may render the a proved
final reclamation plan for the tailings inappropriate.
In light of any information developed by BMG in the course of ~ts
required investigations, analyses and redesign, including any mendment
to its processing methodology, BMG shall amend its tailings ar a
detoxification and reclamation plans appropriately. Appropria a permit
amendments, supported by comprehensive analytical results and esign
evaluations, shall be submitted by BMG to the Division for rev ew and
approval no later than 180 days following completion of the cy nide
detoxification of the tailings areas contents, described in it m (4)
above.
Status: Satisfied - BMG has committed to the completion of th requested
investigations, the submittal of a compre ensive
report, and the submission of appropriate permit
amendments, if necessitated, in a letter f April 16,
1992. The Division originally specified ompletion
within 90 days following detoxification, owever,
BMG has demonstrated that 180 days will b required
for completion of the requested evaluatio .
(9> Amendment of Environmental Monitoring Plan:
BMG shall amend its environmental monitoring plan to include direct
monitoring of the cyanide and metals content of the tailings slurry and
liquids. Within 15 days following the cyanide detoxification the
