Mr. Dam Mathews
Division of Reclamation, Mining and Safety
Page 2
The "non-soil filled" installation procedure would be employed over the majority of the azea, except in the channel
PM-4D, where the "Enkamat 7020" in the channel azea would be soil filled.
3. There is reference to installation of a geotextile liner beneath the turf reinforcement mat. This would not be advised, ar it would
defeat the purpose of the turf reinforcement mat, which it to establish a reinfoned gram turf. Please remove the reference
to use of thegeotextile liner.
Response: The reference to the geotextile liner has been removed.
4. Our understanding it that the half pipe will be retained for a period of time until vegetation has become well established But at
some point, the half pipe will need to be romover~ to demonrtmte that the turf-~reinforeed, vegetated channel will function ~ctively
as the permanent solution. The channel will need to function effectively for reveralyearr prior to final bond release. Please
include narrative to clarify that the hall pipe is a temporary measure that will be removed at least
three years prior to submittal ofa £mal bond re%ase request for the location.
Response: As part of the remediation plan, the half pipe will be removed when the TRM is installed. However,
SCC requests that DRMS deFne what is meant by fmal bond release. Is this Phase I or Phase III?
5. Engineering design jor the proposed vegetated channel PM4D will need to be provided
Response: The design documentation is included with this package.
6. Seedmix for the slope and channel will need to be specified The chorine! mix should be weighted toward long lived rod forming
grasser such ar western wheatgrasr, thickrpike or rtreambank wheatgrars, and Kentucky bluegrass ar similar species, along with
typical annualgrain cover crop and quick growing, short lived perennials rucb ar mountain brume and slender wheatgrars. Shrubs
or forbr with a `bushy"growth form like alfalfa, which might tend to obstruct flow through the channel should probably be
excluded from the channel mix.
Response: The currently approved Seedmix No. 1 seems to fit your requirements for the temediation azea since
it contains, at a minimum, all of the species specified. It seems unnecessary to develop a "special" Seedmix to
reseed this small area.
Two copies of this response have been sent to you at the Grand Junction office and a third copy has been sent
addressed to you at the Denver office.
Sincerely, ~~ _
~y~~
Roy A. Karo
Reclamation Manager
Seneca Coal Company
cc Cazl Johnston (OSMRE)
John Husband (BL.Tvi)
