Long <br />Division Director <br />On March 3, 1998, we issued a Notice of Violation to Seneca Coal Company based on a <br />technical revision they submitted providing as-built diagrams for the mine haul road. Since then, <br />Seneca has requested vacation of the violation. <br />After a great deal of discussion and several on-site visits to view the portion of the road in <br />question, we agree with the validity of the vacation request. Please review the letter attached, <br />particularly paragraphs 4 and 5.
