Memo - H. Bruce Humphries
Concerns
-5-
Submitted
November 16, 1989
Resolutions
13. Reclaimed slopes should be regraded Cedar Heights Lenders The Division feels that grading
in an irregular manner to make terrain in an irregular manner is not
terrain more interesting. essential to accomplishing
reclamation. In this case, the terrain
will be irregular as a result of the
varied sizes of the fill materials.
14. Earthern berms not replaced by
non-eroding barriers should be moved
away from road shoulders and
seeded to reduce sedimentation.
Truck escape ramps also should be
seeded to reduce sedimentation.
The access road should be swept up
after the sandina_ season on a
schedule similar to city street
and state highway departments.
15. The proposed silt retention
facility should be sized for a
100-year storm event.
Greg M. Nagel These specific concerns were not
addressed in the Notice of Violation.
It would thus be inappropriate for the
Division to require Castle Concrete
to address them in order to comply
with the Board-ordered corrective
actions. The Division does believe
that the improved road drainage
will help alleviate these concerns.
Greg M. Nagel The Division feels that this is un-
necessary as we consider the 10-year
recurrence interval event as the
appropriate design level for
sedimentation control. The Division
also considers the 25-year event
appropriate for princioal spillway
sizing and the 100-year event
appropriate for emergency spillway
16. The water and sludge in the innundated Greg M. Nagel
area at the base of the Area One slide
should be relocated to the new Silt
facility.
The Division has recommended that
±ha± rastl' C^nCrctc Cv~~~yiy 'w-i iii ibis
s
or, as an alternative, place a 6-9"
granular filter layer at the bottom
of the inundation and slowly fill with
rock to the desired channel
configuration.
•
C~
