MINED LAND RECLAMATION BOARD MEETING
SEPTEMBER 24-26, 1985
The meeting was called to order on Tuesday, September 24, 1985, at 1:33 p.m.
with Board Members Present: Sherman Bloch, Terry O'Connor, Lee Campbell and
Dickey Lee Hullinghorst. The Tuesday session was recessed at 4:50 p.m.
The meeting was called to order on Wednesday, September 25, 1985, at 9:10 a.m.
with Board Members Present: Lee Campbell, Sherman Bloch, Terry O'Connor and
Dickey Lee Hullinghorst. Davis Holder arrived at the meeting late. The
Wednesday session was recessed at 4:30 p.m.
The meeting was called to order on Thursday, September 26, 1985, at 9:15 a.m.
with Board Members Present: Lee Campbell, Sherman Bloch, Terry O'Connor and
Davis Holder. Dickey Lee Hullinghorst arrived at the meeting late. The
Thursday session was recessed at 4:30 p.m.

Order to Show Cause why permit should not be suspended or revoked.
All persons wishing to present testimony were sworn.
Following a brief history of this permit, violations found and events
leading to this formal public hearing, staff presented ATTACHMENT A,
Consent Agreement and Order, and outlined the terms of e ai~T greement
entered into between the Division and Mid-Continent Resources, Inc.
Staff also submitted ATTACHMENT B, which includes Exhibits 1 thru 3, A
thru E, F-1 thru F-18 excluding F-13) and G thru I, and outlined the
contents of the Exhibits.
Mr. Bob Hykan, Assistant Attorney General, representing the Division
addressed the Board relative to the substance of the order which
includes a one-day suspension of the permit of Mid-Continent Resources,
and provides for limited exceptions to the total suspension of
operations relating to the prevention of property damage, safety
hazards and does not prohibit any activity relating to compliance with
environmental requirements of the permit.
Mr. Robert Delaney, Vice President and General Councel for
Mid-Continent Resources Inc. was present and indicated that the
operator had no objection to the exhibits as submitted, and responded
to the presentation made by staff and Mr. Hykan.
