In general, <br />prior to the Division issuing a decision regarding the <br />reclamation requirements of those roads, the Division <br />would need a letter from the land owner stating that it <br />is his or her desire that the road remain. Please refer <br />to Rule 2.05.5(2)(b) for the requirements on this issue. <br />Adequacy issues concerning the road reclamation plans are <br />as follows: <br />a. Please specify which portions of access roads #`2 <br />and #3 are public and will not be reclaimed. <br />b. The revised text states that "Light use Road #1 is <br />primarily other land owners' roads which are used <br />by Powderhorn. Most of this road will not be <br />removed." Please specify which portions will be <br />reclaimed. <br />Plans for the Ute water line were reviewed, and found to be <br />adequate with one exception. The plans for cover material on the <br />pipe should address Rule 4.10.4(5). Should Powderhorn elect to <br />abandon its present design plans for the water line (as was <br />discussed on October 30), the revised plans need be submitted <br />promptly to insure timely processing of this revision. The <br />Division is required to issue a decision on or before December 03, <br />1991, and would need ample time to review the amended plan. <br />The aforementioned adequacy issues must be resolved prior to the <br />Division issuing a decision on Technical Revision 12.
