<br />Battle Mountain <br />NOPV Abatement <br />page 5 <br />Gold <br />Requirements <br />(9) Modification of Environmental Monitoring Plan: <br />BMG shall modify its environmental monitoring plan to include direct <br />monitoring of the cyanide and metals content of the tailings sliurry and <br />liquids. Within 15 days following the cyanide detoxification Of the <br />tailings area contents, described in item (4), BMG shall submitt sampling <br />methodology, sampling locations and sampling protocol for tailiings <br />cyanide and metals content monitoring to the Divison for review and <br />approval. <br />Further, BMG shall appropriately modify its entire environmentall <br />monitoring plan, including ground and surface water, air, and processing <br />circuit monitoring, to reflect all modifications completed in gqompliance <br />with these NOV abatement requirements. These modifcations shalli be <br />submitted in connection with the various permit revision applidations. <br />Status: Satisfied - BMG has committed to the submittal of a r~vised <br />monitoring program in a letter of April 1 1992. <br />(10) Adjustment of Financial Assurance: <br />As required by statute and regulation, any permit amendment or revision <br />approval will entail reevaluation of the cost of the entailed declamation <br />components. BMG will be required to appropriately adjust its surety to <br />reflect any change in reclamation cost. Any permit amendment qr <br />technical revision application submitted by BMG shall include aln <br />appropriate evaluation of the implications of the requested plan <br />modifications for the reclamation cost. <br />Status: Satisfied - BMG has agreed to comply in letter of April 16, 1992. <br />(11) "Critical Path" Project Management Schedule: <br />Common methodology and practices may serve more than one abaterrlent plan <br />task. Multiple tasks may occur simultaneously and may impose slignificant <br />simultaneous performance burdens on BMG and the Division. In grder to <br />recognize potential mutual benefits and to avoid conflicts and delay, BMG <br />should develop, maintain and implement one comprehensive, inte rated <br />"critical path" project management schedule for the abatement plan tasks. <br />The project management schedule for the BMG abatement plan tasks may be <br />complicated. Schedule maintenance could be facilitated by the use of <br />project management computer software (ie. ON TARGET, Harvard Pnoject <br />Management, TIME LINE, etc), which could be obtained by BMG and the <br />Division. This would accommodate efficient electronic exchanges of <br />progress information. The schedule should be formatted as a destailed <br />"critical path" project management schedule. The schedule should be <br />divided into discrete task elements. <br />
