The Division has no further concems. The estimate includes this coaly material. <br />5. Once the Bowie No. 1 train loadout is transferred to the Bowie No. 2 Mine and it is <br />known that reclamation operations will cease for a period of more than 30 days, BRL <br />needs to notify the Division of the temporary cessation status of the mine. Rule 4.30.1 <br />describes the temporary cessation process. <br />BRL noted the Division's comment. No response was required. <br />Section 2.05.4, Reclamation Plan <br />6. Please revise the reclamation plan in Section 2.05.4 of Volume 1 to add a discussion of <br />the current progress of reclamation at the west mine and at the east mine. <br />BRL revised pages 1 through 35, 59, 6Q 60a, 60b, 76 and 77 of Part 2.05 of Volume 1 of <br />the permit application. Also, Figure 2.05-6 and 2.05-6a of the "Final Abandonment" tab <br />in Volume 6a were revised. The Division has several questions regarding these pages: <br />a. On revised page 60b of the submittal dated January 23, 2003, it is stated that <br />there are 14, 000 cubic yards of coal waste remaining at the Timber Storage <br />Area. However, the value of 17, 000 cubic yards is used on revised page 31 <br />and in the cover letter. Please reconcile this difference. <br />The Division has no further concerns. In the submittal dated May 15, 2003, <br />Pages 31 and 60b of Section 2.05 were revised. BRL has stated that 17,000 <br />cubic yards is the correct volume. <br />b. On revised page 31 of Section 2.05.3 and revised page 60b of Section 2.05.4 <br />of the submittal dated January 23, 2003, it is stated that the Highway <br />Stockpile has been reclaimed. Please revise the text to state that the site has <br />been temporarily stabilized. The actual reclamation will take place at a later <br />date. At that time, the embankment material from the side road overpass will <br />be used as fll for the site. <br />The Division has no further concems. In the submittal dated May 15, 2003, <br />Pages 31 and 60b of Section 2.05 were revised. <br />c. On revised page 24 of the submitta! dated January 23, 2003, the West Ridge <br />Waste Pile is described as being completed and covered and seeded. However, <br />f eld inspections show that the waste pile has had some recent additions and <br />that these additions have not been covered and seeded. Please revise this <br />section accordingly. <br />The Division has no further concerns. Page 24 of Section 2.05 was revised in <br />the submittal dated March 28, 2003. <br />3 <br />
