<br />3.1.5 Grading will be conducted to produce a final topography <br />of a recharge basin having side slopes of maximum 3 :iV. <br />The operator proposes to backfill unsold processed <br />(crushed/screened) materials and reject materials 1 to the <br />excavation. Backfilled materials will be adequately compacted <br />to ensure stability. No toxic or acid-forming mater als are <br />known to exist on the site and no toxic or acid-for ing <br />materials will be introduced into the mixed materia . <br />Grading will be done in a manner to control erosion and <br />siltation of the affected area and will protect are s outside <br />the affected land from slides and other damage. All highwalls <br />will be reduced to a maximum slope of 3H:1V. <br />The operator proposes to complete reclamation of thus site <br />within 5 years from the end of active mining. <br />All refuse will be removed and disposed of, off-sit No acid <br />forming or toxic materials are known to exist on the site. <br />No drill holes, auger holes, adits or shafts are pro~osed for <br />this operation. <br />Maximum slopes within the reclaimed area site will b~ 3H:1V. <br />3.1.6 The operator is entering into agreement with t e Rio <br />Grande Canal Water Users Association to utilize the nactive <br />portions and ultimately reclaimed portions of the ex avated <br />pit as a recharge basin for waters owned by the Cana <br />Association. <br />3.1.7 The groundwater system in the area of this ope ation is <br />over appropriated; recharge activities on this site 111 have <br />a positive effect on the groundwater hydrology of th area <br />and will pose no threat of injury to existing water fights. <br />No toxic or acid-producing materials are to be mined on the <br />site and no toxic or acid-producing materials will b <br />introduced into the mined materials during processin Fuels, <br />oils, and anti-freeze utilized to power and maintain <br />equipment will be temporarily stored on-site during <br />proceaeing operations. These materials will be stor d on- <br />aite to prevent their accidental release to surface stets or <br />groundwaters; oils, lubricants, and antl-freeze will be <br />stored inside portable van trailers and fuel will be stored <br />in a fuel truck which is parked inside a bermed cont inment <br />area. Both surface and groundwater quality will not <br />affected. <br />3.1.8 No endangered species or critical habitats have been <br />observed in the area surrounding the proposed site. T e <br />proposed mining operation will have a minimal effect n <br />wildlife species or their habitats. <br />
