The permit <br />amendment application will need to include a demonstration of adequate highwall stability. <br />3) Highwall Reduction :The reclamation plan specifies that overburden and rock will be hauled <br />into the quarry in order to achieve maximum slopes of 2:1 during final reclamation. Based on <br />the current and anticipated quarry disturbance, it appears that a significant volume of overburden <br />and rock will need to be imported for backfilling during final reclamation. This will undoubtedly <br />result in a substantial increase in the reclamation cost and amount of financial warranty needed. <br />Please note that there aze several alternatives available for highwall reduction which you may <br />incorporate into your reclamation plan: a) drill & blast highwalls and regrade the shot rock to a <br />final slope, b) implement a highwall and benching system, or c) other method to be specified by <br />Southdown, [nc. If Southdown, Inc. desires to drill & blast and regrade highwalls, a unit cost <br />for drilling & blasting will be needed. The Division anticipates a unit cost of $0.75/cubic yazd of <br />material to be moved. However, Southdown, Inc. is welcome to provide their own unit cost <br />based on the rock type and geologic chazacteristics. This alternative may be incorporated into <br />the existing reclamation plan under the terms of this technical revision application. If <br />Southdown, Inc. desires to implement a highwall and benching system, then a fee of $575 and an <br />application for a permit amendment will be required which includes a demonstration of an <br />adequate factor of safety for highwall stability. <br />4) Final Reclamation Cost & Bond :The Division has received the interim financial warranty of <br />$21,000 submitted by Southdown, Inc. on October I5, 1997. Please note that the Division will <br />calculate a final reclamation cost based on your response to items 1, 2, and 3 listed above. If the <br />final reclamation cost is greater than $21,000, then a request for an additional warranty or <br />replacement warranty will be made. <br />I look forwazd to your response to items 1-4 listed above on or before January 7, 1998.
