Box 529 <br />Lyons, CO 80540 <br />RE: Silica Quarry, Technical Revision Request, Permit No. M-77-361 <br />Deaz Mr. Leiding: <br />I have reviewed your Technical Revision request for the Silica Quarry received December 11, <br />1997, as prepazed by Mr. Eric Leigh. There are a number of concems which will need to be <br />addressed before the Division can approve your revision request. Please note that the decision <br />deadline for your request will be January 12, 1998. Therefore, please respond to the concerns <br />listed below on or before January 7, 1998 in order to allow sufficient time for review. <br />1) Permit Boundary :The maps $rovided indicate that the current pit disturbance encompasses 7 <br />acres and will be expanded to approximately 10.3 acres following highwall reduction during <br />reclamation. Mr. Leigh has indicated that approximately 2.3 acres of the quarry disturbance will <br />be reclaimed during the next 15 yeazs in order that the total affected area will not exceed 9.99 <br />acres at any one time. Please note that your desired permit boundary must not exceed 9.99 acres <br />in order to qualify as a limited impact 110(2) operation. Please revise the mining and <br />reclamation plan maps accordingly to demonstrate that the permit boundary will be no more than <br />9.99 acres. If Southdown, Inc. desires to have a permit boundary of 10.3 acres, then an <br />application for a conversion to a regular 112 permit and fee of $2,325 will be necessary. <br />2) Post-Mining Topography :The reclamation plan maps provided indicate that there will be a <br />highwall on the west end of the quarry ranging from 60 to 100 feet, assuming mining to an <br />elevation of 5,30 feet. The post-mining topography map provided shows tnal contours at a <br />slope of less than 7:1. The reclamation plan specifies that the objective for reclamation of the <br />Silica Quarry is to return the land back to agricultural use with maximum slopes of 2:1. Please <br />clarify the slope of the desired post-mining topography and provide an estimate of the current <br />volume of overburden material on site available for highwall reduction and/or final grading. <br />Please note that if Southdown. Inc. desires to leave a highwall or highwalls during final <br />
