Please clarify in the appropriate section of the reclamation plan narrative <br />that all exposed coal residue or coal waste in the alternative land use area <br />will be properly covered with non-toxic material or hauled to the CRDA-1 <br />waste disposal site. <br />2.OS.S(21 and 4.16.3 Postmining Land Use/Alternative Land Uses <br />23. Rule 2.OS.S(2)(a)(iii) requires narrative describing the consideration which has <br />been given to making all of the proposed surface mining activities consistent with <br />surface owner plans, and 2.OS.5(2)(b) requires written comments from disturbed <br />area surface owners. Please provide amended narrative addressing the <br />requirements of 2.05.5(2)(a)(iii), and, for disturbed lands within the permit <br />area, please provide copies of the surface owner comments concerning the <br />proposed postmining land use as required by 2.05.5(2)(b). <br />24. Please provide a schedule in accordance with the requirements of 4.16.3(2), <br />detailing the proposed use of each of the buildings proposed for retention, <br />and approximate date for initiation of use of each facility under the <br />alternative land use plan (including the RSRDA storage area). In addition, <br />please provide sufficient information regarding the Providence Place, Inc. <br />business enterprise, to demonstrate that use of the facilities by Providence <br />Place, Inc. is feasible and sustainable on a long term basis. Please include a <br />copy of the lease/contract to purchase document referenced in the narrative, <br />as an addendum or attachment to the permit application. <br />2S. Please amend the Postmine Topography Map Exhibit 6C to include the <br />proposed Postmining Land Use boundaries shown on Exhibit 63, for the <br />South Mine Area. Also, please label the various alternative land use <br />structures and facility areas on the amended Exhibit 6C, in accordance with <br />their planned use. Inclusion of this information on the postmining topography <br />map will facilitate bond release assessment of implementation of the altemative <br />land use plans. <br />
