Please include any springs, seeps or mine portal discharges in the <br />demonstration. Please include a vehicle surcharge for the access road <br />embankment. <br />17. Please include amended narrative on permit page 14-9 to clarify that UTL <br />final contours on Exhibit 11C include modifications to reflect proposed <br />material borrow for use in PR-3 reclamation/access road construction at the <br />South Portal Area. <br />2.05.3(8) and 4.10 Coal Mine Waste <br />18. The Division previously approved a variance from the 4 foot non-toxic refuse <br />cover requirement for the Roadside Refuse Disposal Area (RSRDA). The <br />currently approved plan requires an 18" cover thickness, to allow for revegetation <br />establishment and stabilization consistent with the Fish and Wildlife Habitat <br />postmining land use. The RSRDA slopes have been cover soiled and revegetated, <br />but the top of the pile has not been, and narrative on amended page 14-7 states <br />that the top of the RSRDA "will be left open to allow for equipment and supply <br />storage". Please clarify the schedule for implementation of the alternative use <br />on the top of the RSRDA, address the need for soil or gravel surfacing of the <br />top of the RSRDA to support the alternative use and to address the refuse <br />cover requirement of 4.10.4(5). Also, please address surfacing and seeding <br />measures to be taken to comply with the requirement of 4.15.10(2), for <br />establishment of a ground cover adequate to control erasion, if there will be a <br />delay of more than a few months between PR-3 approval and <br />implementation of the alternative use on top of the RSRDA. <br />2.05.4(2)(e) and 4.15 ReveQetation Plan <br />19. Please provide a plan for establishment of an effective vegetative ground <br />cover for areas included within the alternative postmine land use area (with <br />the exception of areas where asphalt, concrete, or gravel surfacing will be <br />retained or provided for the alternative land use). Include measures to be <br />taken to provide suitable growth medium, seedbed preparation procedures, <br />applicable seed mixes, seeding and mulching methods, rates, etc. <br />If the commercial use is to be implemented within a few months following <br />completion of final grading, active use areas such as storage yards, parking areas, <br />etc. may not require soil placement, seedbed preparation, and vegetative <br />stabilization. However these considerations would apply if there will be a delay <br />in implementation of the alternative land use, and would also apply to areas not <br />designated for active use, but which are included within the alternative land use <br />area boundary (such as regraded slopes associated with the reclaimed portal <br />access road, and fill slope associated with the proposed new access road). Please <br />delineate on an appropriate postmining map, the active use portions of the <br />alternative land use area where revegetation will not be conducted, due to <br />
