t J <br />The GMUG desired to resolve access issues related to monitoring ground water wells, <br />GVBs, and wanted to resolve address a conflict in the existing CEL and FCL stipulations. <br />II. DECISION <br />I have decided to implement Altema4ive'°1`~as'describedin the EA (EA, p. 2-7) and <br />summarized in Section PJ of this document. These decisions aze conditioned on,the , , ; ~,t~,.-~~~ <br />continued compliance by BRL of the stipulations attached to the CEL and FCL (included ,. ,rnr..~, <br />in this document as Appendix A; except where an exception has been granted or a change <br />will be made, see below), and the application of additional Conditions of Approval given 't`1 ! <br />in Appendix B ofthis document. These Conditions of Approval include selected ~.;•.; ;• ;•:; ±,~;pq. ; . <br />mitigations identified in the EA. :~~'7p r , <br /> ~,~'; <br />With this decision, I authorize the following: <br />1. Modifying the drilling plan for the Iron Point CEL, by allowing six coal exploration <br />holes (IP99-3 and 9, IP2001-21, 22, 23, and 24) to be drilled (see Figure 1 attached). <br />Implementation of this part of the decision is confingent upon BRL renewing the Iron <br />Point Coal Exploration License (COC-61945) (EA, Section 1.2). Specific details <br />regarding approval for these holes includes: <br />a. „IP99-3^-This hole will be drilled using~air-mobile (2s`~.;helicopter) drilling <br />equipment. All equipment and supplies that cannot be transported viaaATV <br />will need to be flown to this site. Approval for drilling this hole is given under <br />the conditions that it will be thelast holedrilled in the drilling sequenee;nand <br />~~ only if 8RL demonstrates that the data needs aze `ab"solute. BRL will be <br />required to present information to the Forest Service before final concurrence <br />for drilling this hole will be given. If drilled, IP99-3 will not be allowed to be <br />completed as a ground water monitor well. The:pad for IP99-3 will be placed <br />Eas<far;from Hubbard~Creek as<possible. Arclosed drilling.,fluidsysterxi is <br />required with sufficient storage capacity to contain all liquids on the pad. <br />Fluids will be evaporated before removing the fluid tanks (Biological <br />Evaluation, p.12, project record). <br />Approval taimprovesegments•ofthe existing~Hubbazd=Canyontraid (EA, <br />Section 2.2) is given to accommodate the need for safe ATV transport of <br />personnel and minimize risk for fuel spills on the access to drill hole IP99-3. <br />This improvement will be afforded using a Sweco 450arail~dozer (or <br />equivalent) with a blade width not to exceed 60 inches.
