Company (PCC) developed a system to treat the water from the North Portal <br />that worked well until a significant storm event occurred on Wednesday, August 1 t, 1999. The <br />system worked as follows: <br />1. The C Panel 1st North Mains sump collects water from the working section. <br />2. Concurrently water is being retained in the sump at the bottom of the B-Seam No. I North <br />Mains sump. <br />3. Water is staged from the B Seam No. 1 North Mains sump to the mine water sediment <br />pond for further settling and discharge. <br />4. Water is transferred from the C Panel sump to the B Seam sump for about two weeks of <br />settling. <br />The process is repeated about every two weeks. <br />The August l Ith storm event upset the system. The storm event added suspended solids to <br />relatively clean water in the B Seam sump. The situation after the storm event was that al! of the <br />water underground was marginally suitable for discharge. <br />On August 13th the DMG obtained a sample from Outfall 004. A split of the sample was <br />supplied to PCC. Based on the DMG's results of the attafysis {TSS level of 164 mil) a notice of <br />violation was issued to PCC. The steps necessary to abate the violation aze to implement <br />necessary measures to ensure compliance with TSS discharge standard by 5:00 P.M. on August <br />24th. <br />PCC has taken the following steps to ensure compliance with TSS discharge standards. <br />Beginning of August t9th water from the C Pane] sump is being transferred to the B Seam <br />No. 3 North Mains sump. Water is pumped behind the west sea[ and is emerging clear <br />from the east seal. Clear water is then being transferred to the B Seam I st North Mains <br />Sump. <br />
