• • 3 <br />STAFF RECOMMENDATION(S) <br />Violation(s): Find a violation of C.R.S. 34-32.5-116(1) and [he permit for failure [o perform the reclamation <br />prescribed by the reclamation plan. <br />Cease and Desist Order: <br />Correc ' e Actions(s): <br />A) Submit a re ed Drainage Control Plan in the form of a permit modification by n ter than November 29, <br />2001 to address a proper management and conveyance of all mine waters, st water runoff generated <br />within the permit ar stormwater runoff entering onto the permit area, a aseflow contributions from the <br />I~' Creek and Bull Seep atersheds. The revised Drainage Control P should also address the long-term <br />stabilization of unstable ors nificantly eroded portions of the re ated Bull Seep and Bull Seep Slough <br />Channel within the permit area • ~ well as restoration of the p' ometric surface in such areas to the ambient <br />levels that tnay have occurred prior May 5, 2001. Suc plan should include a plan view map showing <br />the location of all planned drainageway , culverts, s ways, or other such hydraulic structures; specific <br />locations of existing drainageways requirin it stabilization, restoration, or reclamation: cross sectional <br />engineering designs to verify the proper siz' each drainageway, culvert, spillway, or other such <br />hydraulic structure; hydrologic inputs • calculan s to verify the proper sizing of each drainageway, <br />culvert, spillway, or other such hyd tic structure; spe 'fic plans and engineering designs for long-term <br />stabilization of unstable or sign' candy eroded areas; spe ' is plans and engineering designs for restoration <br />of the piezome[ric surface i areas where significant channel wncutting has occurred; an estimate of pit <br />inflows and dewatering mping rates; an explanation of how mt waters from pit dewatering, baseflow <br />contributions from ~' Creek and Bull Seep, and runoff waters gener d both within the permit area and <br />entering onto the ermit area will be managed; an explanation of the ma 'mum expected volume and <br />velocity of m e water, runoff water, and baseflows to be discharged offsite the Bull Seep Slough; an <br />expected t' e-schedule for when various stabilization, restoration, or reclamat n measures will be <br />comp) d; and itemized costs for the installation of each stabilization, restora[io or reclamation measure <br />to b employed.
