I think there has been--I think the evidence indicates <br />2 there has been some damage out there, and there is some ongoing <br />3 damage to the off-site hydrological balance. <br />4 And I think that irrespective of what happens, I think <br />5 that is an area that is absolutely prime for a corrective action. <br />6 What that corrective action is--we heard the discussions today, <br />7 and the debate about whether it be reclamation or restoration. <br />8 I have never heard the distinction made between those <br />9 in the fashion that they were made today. But I think that it is <br />10 very important upon Castle Concrete to work with the division to <br />11 come up with s corrective plan. <br />12 And that may involve restoration or reclamation, I am <br />13 not sure, And I am not prepared to specifically get into that <br />14 today. But to what extent and get out of the reclamation and <br />15 into restoration sort of an area, I think that the Division staff <br />16 is more capable on a technical basis to be addressing this then <br />17 the Board is this evening. <br />18 Be that as it may, however, I think the evidence is <br />19 clearly indicated that the disturbances that were occurring off <br />20 the road as materials were coming off the road as a result of the <br />21 berms that had been constructed, had been obvious to all parties <br />22 since the early 1980s. <br />23 And there have been--it is my understanding, there have <br />24 been many visits and especially by the Division staff out there <br />25 and in xhich this issue perhaps was discussed at different times, <br />
