That was why cease and desist was not recommended and <br />4 with respect to the road, is that they are not continuing to load <br />5 that area--put more material on it in such a way as going to <br />6 continue to cause a problem and therefore, it is not necessary to <br />7 cease and desist on that. <br />8 I mean, that is the staff's thinking with regard to <br />9 that particular point. <br />10 CHAIRMAN DANIELSON: I guess I have also seen the cease <br />11 and desist in corrective action being sort of complement of each <br />12 other there is some situation where you have to tell somebody to <br />13 stop doing something.
