DMG -BRL proposes to construct a com~eyor transter station immediately uphill from the <br />existing haul road at an elevation of approximately G730 feet. In order to accommodate <br />the stanchion for the transfer structure, BRL proposes to excavate a bench into the slope <br />immediately up slope from the haul road. This will create a steepened pocket-shaped 30' <br />to 40' high cut slope. BRL should provide a complete stability analysis report for this cut <br />slope to demonstrate that it will be stable during operation and following reclamation. <br />BRL - No response at this time. <br />DMG -BRL proposes to create a planar coal stockpile pad to accommodate 350,000 tons <br />of coal storage immediately above Old State Highway 133. This excavation will result m <br />the creation of an approximately 500 foot long, pie-wedge shaped, steepened cut slope <br />from 0' to 50' in height. This cut slope is immediately above the proposed storage pad and <br />immediately below the haul road. In addition, a fill area bordering Old Highway 133 is <br />also planned. BRL should provide a complete stability analysis report for the cttt slope <br />and the fill slope to demonstrate that they will be stable during operation and following <br />reclan~ation. <br />BRL - No response at this time. <br />DMG - In order to accommodate the coal storage pad, BRL proposes to relocate Pond B <br />to a location on the dowm slope side of Old State Highway 133. It appears that the up <br />slope portion will be excavated while the down slope earthen embankment will be super <br />elevated above the existing topography. BRL should pro~~de a complete stability analysis <br />report for both the cut slope and embanktnent to demonstrate that they will remain stable <br />during operation and following reclamation. Test pits may be required to verity that <br />similar materials have pre~~ously been collected for mechanical analysis in the laboratory. <br />BRL - No response at this time. <br />SOII. <br />5. DMG -The information in Tab 7 of Volume Ii[ mentions that there is a trash area in the <br />proposed disturbed area. Field inspection shows that this landfill had an assortment of <br />garbage, including old, presumably empq-, cans oti petroleum-based liquids. If this area is <br />proposed to have topsoil removed and stockpiled, please discuss whether or no[ the <br />topsoil has been contatinated and is not salvageable. Also, it appears that some old <br />foundations will need to be excavated. Where will the foundation concrete be taken? Will <br />subsoil need to be stockpiled? <br />BRL - It is not possible at this time to assess whether the topsoil in the dump area has <br />been contaminated. If any material, topsoil or subsoil, is contaminated with oil it will be <br />
