5.4 Conclusion
According to CDMG regulations Phase II Bond Release cannot be granted until the applicant
demonstrates that the existing revegetated areas will result in equivalent or lesser sediment
contributions to surface runoff when compared with pre-mining levels as determined by baseline
data.
Using RUSLE Colowyo has demonstrated that the sediment contributions from the reclaim
areas do not exceed levels found on the pre-mining communities. Colowyo's calculations
demonstrate that the annual tons per acre of sediment loss on the reclaim areas (Table 10) do
not exceed the sediment contributions to surface runoff of the pre-mining areas (Table 6).
While the use of RUSLE has its limitations, Colowyo believes that, given the outstanding cover
percentages found on the Colowyo revegetation plus the overall roughness of the reclaimed
area surface, our findings are reasonably acceptable.
~J

20
