1' <br />Malouff/M-82-033 <br />5/27/97 <br />page 3 <br />of excavation, sloping to be maintained on the walls and floor during mining, all the types of mining <br />and processing you expect to employ (including possible asphalt batchingl, a description of the <br />phases of the mining, any special topsoil salvage practices to be employed, etc. The narrative should <br />match what is depicted in Exhibit C. <br />Exhibit E -Reclamation Plan <br />This is also "technically" incorrect, though it is "complete". Statement here actually does not match <br />what is stated in the next exhibit, nor match what is provided as soil conservation recommendations. <br />You state that at the completion of mining the sideslopes of the pit will be shaped to 3:1 gradients. <br />What will the slopes be during mining, if they are not 3:1 ? If they are kept at any steeper angle, you <br />must state what it will be, so we can calculate the bond necessary to grade to 3:1 afterward. <br />The size of the pit is not going to be 900 feet square, as the plan states (that is from the original plan <br />for the 1 10 permit, which was actually revised during initial review in 1982, to be 600 feet squarel. <br />If is there to be 6 to 1 2 inches of topsoil spread over the affected area, then a sufficient amount of <br />it had better be salvaged for replacement, beginning immediately. Any topsoil you commit to <br />replacing, but have not saved must be purchased from offsite sources. The bond amount will <br />therefore have to account for not just the topsoil respreading but for its importing too. If the affected <br />area is to be reseeded with grass, please provide the details of the seedbed preparation, seed species <br />and rates, plus any mulching or fertilizer to be used. A recommendation may be obtained from the <br />local soil conservation office. Is the soil conservation letter you submitted to be your plan? <br />Please provide details of your reclamation schedule, specifically, whether all reclamation is to be <br />performed at the end of all mining, or if phased or concurrent reclamation is to occur. Please also <br />specify which separate areas of the total disturbance are to be reclaimed differently (e.g., sideslopes <br />vs pit floor, topsoil and revegetation vs gravel surface, etc.l. <br />Exhibit F -Reclamation Plan Mao <br />Your submittal is technically incorrect and not adequate to be considered complete either. You must <br />provide a map, with features such as scale and north arrow, permanent structures, pit walls and floor, <br />topography sufficient to determine drainage and runoff patterns, etc. If the plan in Exhibit E included <br />any phases or areas of differing reclamation schemes, those must be depicted on this map. It must <br />portray the site as it will appear after all mining and reclamation are finished. This, like the maps in <br />Exhibit C, must be prepared and signed by a qualified mapmaker. Refer to the Rules for the applicable <br />requirements. <br />The soil conservation comment included in your submittal does not fit with the reclamation mentioned <br />in Exhibit E. Please clarify. <br />Exhibit G -Water Information <br />Your submittal may be considered complete, but my technical concern deals with the possible <br />enlargement of the permit area toward the southwest, and the well located there. This exhibit may <br />have to be revised if you plan to affect land near the well. In that case, please be sure to show the <br />well on the maps, describe any appropriate wellhead protection, and state the depth to groundwater. <br />cont. <br />
