14300 Highway 12
Weston, Colorado 81091
(719)868-2761
Purchasing (719) 868-2768
Fax (719)868-2275
BASIN
RESOURCES, ~N~.
a subsidiary of ENTECH, Inc.
Mr. Joseph Dudash
Division of Minerals and Geology
1313 Sherman, Room 215
Denver, CO 80203
December 27, 1993
-~
L'..': ~ ~ 133
RE: New Elk Mine; Permit No. C-B1-012
Adequacy Responses; Permit Renewal No. 2

Dear Mr. Dudash:
Enclosed are partial responses to your adequacy letter dated
November 5, 1993 for the New Elk Permit Renewal.
A. Operations
1. The above ground waste oil tanks within the earthen
containment berm has been eliminated. A concrete containment
structure for a waste oil tank will be constructed adjacent to the
oil house building. The containment structure will be sized to
also contain approximately ten 55 gallon barrels. This structure
will act as waste oil as well as empty barrel storage. Waste oil
and empty barrels will be removed as needed. By situating the
storage area adjacent to the building, this should eliminate stray
barrels from not being stored in bermed areas.
2. Please refer to Mr. Ron Thompson's response in the letter
dated November 1, 1993 to the Division.
3. Air particulates will be maintained within compliance
levels through various means. A conveyor belt curtain has been
added to the raw coal stacker to reduce the amount of coal fines
blown as the coal drops from the end of the stacker belt. Haul
roads will be watered as needed to help control road dust. Long
term coal stockpiles will have dust suppressant or binders applied
as needed. Haul trucks will have the dust guards installed to
reduce dust loss during transport.
