Mr. Paul Banks
November 21, 1994
Page z
3. Surface Water Sights To Be Used For Mining
and Reclamation Purposes. AS set forth in the water
reports furnished to the CMLRB as part of southwestern's
original application, Southwestern owns a large portfolio
of surface water rights, particularly Colorado Sig
Thompson units, which it plans to use for dust control and
reclamation at the mine site. Such water will be
delivered to the site via the Supply Ditch or other
ditches in the vicinity of Dowe Flats and placed in a
holding pond for use at the mine site. These sources will
be supplemented by a treated water tap from the City of
Longmont currently existing at the Southwestorn plant;
this wator sill bo trucked over to Dowe Flats and used for
dust control as necessary.
4. No Impacts on Existing Water Rights oY
structures. The SEO comments that the proposed operation
may have a potential impact on existing water rights near
the project location. Again, as reported to the CML12B as
part of tho original application, the proposed projeot is
not expected to have such impacts. Because of the large
acreage owned by Southwestern, no known wells exist within
60o feet of the mine not owned by Southwestern.
5. Water For Wetlands. At or about the twentieth
year of mining, southwestern plans to open a small portion of
the mining pit that will not be completely filled back in and
will be reclaimed as a twenty-acre wetlands. This wetlands
will be in the northern portion of the mine site, just below
the St. vrain supply canal, a part of the CBT project. After
reclamation, Southdown's plans to divert adequate CST water
into suoh wetlands to cover any evapotranspiration associated
with suoh wetlands. At that time, Southwestern will obtain any
necessary state approvals for the wetlands irrigation.
Hopefully, the foregoing information and comments
address the SEO concerns as expressed in its October 3, 1994
submission.
S incerre'1
,;
;j
(•
Rayni6nd etros, Jr.
RLP:cav
cc: Mr. John Lohr
Mr. Dick Wolfs, Office of
the State Engineer
¢OOf~j 480LN 2T3AN3Q ONH OOSO 99B$ 00~9T YO/TZ/TT
